This can occur when a state agency or private organization responsible for placing children in foster care homes fails to properly screen potential caregivers, but it can also occur when the agency fails to properly screen or monitor their employees. The California Child Victims Act Look-Back Window
California implemented a new law in 2019 that gives childhood sexual abuse survivors the opportunity to revive cases that were once barred by the statute of limitations. Until December 31, 2022, all victims have the right to file civil claims against their abusers or the organizations responsible for their abusers, regardless of how long ago the abuse occurred and how old the victim is.

In May 2022, 8 women and 4 men filed a sexual abuse lawsuit against the LA County Department of Children and Family Services. All survivors allege that they were sexually abused by employees between the years of 1998 and 2001. While the above-mentioned individuals have filed a lawsuit, it is reported that there are more than two hundred men and women coming forward alleging sexual abuse at the hands of facility staff. The particular facility in question was closed in 2003 because of allegations that staff had been abusing residents and failed to provide care for the children. Given that there had been complaints about this facility for many years, the LA County Department of Children and Family Services is probably in quite a bit of trouble.
